Durable Solutions for IDPs within the Context of Early Recovery: Draft Workshop Report - 28 – 30th May, Geneva, Switzerland


UNDP (BCPR) in partnership with UNHCR, OCHA and the Office of the RSG on the Human Rights of Internally Displaced Persons (IDPs) created a task force with the objective of addressing durable solutions for IDPs in early recovery contexts. The discussions were guided by the applicability of the Framework on Durable Solutions for IDPs in early recovery contexts and under the umbrella of the local level early recovery framework.

In order to address the different complexities that can arise from these issues in terms of conceptualization, operationalization and funding, a joint workshop was held in Geneva from 28-30 May 2008 which brought together over 15 UN country offices, donor agencies, the World Bank and the Brookings-Bern Project on Internal Displacement..

The workshop included country office presentations on efforts to implement durable solutions for IDPs in early recovery, a presentation on the local level early recovery framework and a donor round table discussion on funding challenges for IDP solutions within early recovery contexts.

Participants stressed the opportunity that early recovery provides for engaging in durable solutions and the need to ensure that these are followed through in recovery and development programming. The obstacles to seizing this opportunity include the operational challenges due to the differing operational modalities of humanitarian and development actors; the differences in programming priorities between the two actors; the funding challenges for both early recovery and reintegration programmes; and the need for incentives to encourage more opportunities for joint programming particularly between UNDP and UNHCR on finding solutions for IDPs.
