Report of the Secretary-General to the Security Council on the Protection of Civilians in Armed Conflict (S/2002/1300)


This report by the UN Secretary-General examines the issues regarding the protection of civilians in armed conflict, highlighting the changing environment of their protection. For this purpose, it looks at the following issues:

• Access to vulnerable populations
• Separation of civilians and armed elements
• Rule of law, justice and reconciliation
• Observations

The report by the UN Secretary-General is the third on protection of civilians in armed conflict, submitted in accordance with the request of the President of the Council (S/2001/614).
