Maintaining a UN humanitarian presence in periods of high insecurity: learning from others
This study argues that the ability of UN humanitarian organizations to maintain a presence in periods of high insecurity could be strengthened by using approaches adopted by non-UN humanitarian organizations. To this purpose, the study reviews security management approaches of NGOs and the Red Cross movement and identifies those approaches that could help UN humanitarian organizations to continue to operate in situations of high insecurity. Commissioned by the Office for the Coordination of Humanitarian Assistance (OCHA) and supported by the Deputy Secretary-General, the study was based on the interviews of senior officials of non-UN humanitarian organizations as well as UN staff.
