Philippines: NDCC media update - Typhoon "Reming" (Durian) 07 Dec 2006

1. The following are the President's guidance during the NDCC / Cabinet level meeting on 05 December 2006 in Camp Ola, Legaspi City, Albay:

- The Department of Health (DOH) and Department of Social Welfare and Development are the front liners in the ongoing emergency relief operations

- Rationalize and optimize all resources available to support life-saving requirements at the field level in affected areas

- Start developing an early recovery plan or rehabilitation plan, looking into permanent solutions such as resettlement/relocation of people and geo-hazard assessments of relocation sites

- Fastrack DPWH projects in Bicol to pump-prime the local economy such as: the Bicol River Basin project, Daang Maharlika Highway, etc.

In response to the President's declaration of a State of National Calamity, various international aid organizations and foreign governments have pledged to provide assistance. The UN Resident Representative, Ms. Nileema Noble with the concurrence of the President shall launch a Flash Appeal to the international community through the UN-OCHA to generate funds to support the relief and rehabilitation requirements of the affected communities.

2. Updates on Humanitarian Response

To date, the NDCC has received/accepted donations from the following international donors:

- Republic of Korea - US$ 100,000 for the on-going relief and rescue efforts. The South Korean Ambassador Hong Jong-ki turned over cash donation on December 06, 2006 to DFA Secretary Alberto G. Romulo

- Indonesia - 2 C-130 military aircraft arrived in Legaspi City, Albay with 25 tons cargo consisting of medicines, infant food, canned goods, condiments, ready to eat food; and clothing equivalent to PhP 6,310,520.14

- Telecoms Sans Frontier - a team has been deployed to PDCC Catanduanes to establish an emergency communication facility

- UNICEF - dispatched an assessment team and provided medicines and 4,000 family packs consisting of rice, canned goods, mattresses and blankets

- Singapore - relief supplies valued at S$76,300.00 (US$50,000.00) consisting of food, tents, blankets, sleeping bags and medicines arrived on December 05, 2006

- OXFAM Great Britain - £300,000.00 for relief operations (water sanitation and hygiene, public health promotion, livelihood programs and non food items) OXFAM provided 30,000 bottles of 1.5 ml mineral water and hygiene kits directly to 30,000 individuals in Albay

- Spain - US$ 250,000 worth of water purifier, medical teams, medicines and other emergency relief goods (one plane load)

- Malaysia - One (1) C-130 load of emergency relief supplies (medicines, food and nonfood items) arrived at Legaspi Airport at 5:00 PM, December 06, 2006

- DHL Express Asia Pacific has offered non-cash assistance in airport logistics management. DHL representatives will be traveling to Legaspi airport tomorrow to help assess the donations / relief handling, distribution and accounting at Legaspi airport in support of RDCC V. DHL has committed four 4 medium sized trucks to transport relief supplies from DSWD's warehouse in Pasay City to Bicol region

- China - US$ 200,000 Check. The check was turned-over on Dec. 05, 2006 through symbolical check hand-over ceremony at DFA

- JICA - Jap¥20,000,000 or PhP 9.0 M (tents, blankets, generators, water tanks/containers)

- AUSAID - Aus$ 1.0 Million to support UNICEF and UNDP Projects

- Mercy Malaysia Medical and Humanitarian Response Mission to Philippines - provided humanitarian services to typhoon Durian victims

PLEDGES:

- UN-OCHA - US$ 1.0-2.0 Million for the local purchase of emergency relief supplies

- Canada - $1 Million ($500,000 thru the International Federation of Red Cross and Red Crescent Societies for emergency and temporary shelter, non-food items, water and sanitation and $500,000 thru Canada Fund for Local Initiatives to support the local organizations in facilitating the recovery of affected households and addressing future disaster preparedness needs)

- Saipan (Filipino Community) - cash donations and 20-footer container consisting of food and clothing

- US Agency for International Development (USAID) - $250,000.00 as immediate cash assistance to relief organizations to procure emergency commodities such as blankets, mosquito nets, plastic mats and cooking utensils. This US assistance will also help finance the distribution of seeds to families whose crops were damaged by the typhoon as food for work program in Albay and further support local government efforts to clear roads and drainage infrastructure of debris. A relief flight carrying US supplies such as plastic sheeting for shelter, water containers and family hygiene kits is also expected later this week

- State of Israel - US$ 7,500.00 worth of assorted medicines

- Plan International - US$80,000.00 to cover for basic emergency requirements of the typhoon survivors in Albay province; US$350,000.00 committed by their International Headquarters in United Kingdom; and US$ 1 Million for immediate and long term response to Albay, Camarines Sur and Marinduque Provinces

- Vietnamese Government - to transport by ship 500 tons of rice

- Global Medic (Toronto Canada-based NGO) - to deploy an Emergency Rapid Response Team to bring equipment and supplies to Bicol. Said Team is due to arrive in Manila tonight at 8:00 PM via PAL flight No. 307

- Malaysia - Two (2) C-130 load of emergency relief supplies will arrive at Legaspi Airport on 9 December 2006, time of arrival still for confirmation

Local Donors:

- DM Network (led by Col. Escaño) - organizing 6-truck relief caravan bound for Marinduque on Dec. 12, 2006

- Atzu Otsuka Pharmaceutical - Php50,000.00 worth of medicines

- Chemical Engineer's Group of Nuclear Bataan Refinery - to donate cash (no amount yet)

Other local donors coordinated directly with PDCCs in the affected regions on the provision/distribution of donations/relief goods

3. Affected-Evacuees/Casualties/Damages

Affected Population (Tab A):

- Affected Population - 458,632 families or 2,198,788 persons in 2,196 barangays of the

148 municipalities and 12 cities in 13 provinces of Regions IV-A, IV-B and V

- Evacuees - 20,788 families or 101,465 persons in 338 designated evacuation centers
