Tajikistan - Floods and mudslides

This situation report is based on information provided to OCHA by the Office of the UN Resident Coordinator in Tajikistan and media reports.

Situation

1. During the last week of April and the first days of May 2006 heavy rain, hail and wind caused several mudslides and floods in southern Tajikistan. Farmlands, over 3.000 ha of cotton plantations and infrastructure such as roads and bridges were damaged in a number of districts of Khatlon Oblast (Muminobod, Shurobod, Danghara, Temurmalik, Jomi and Yovon). One casualty is reported in Khorasan District of Khatlon Oblast.

2. According to CARE, roofs of medical facilities, administrative buildings and houses, electricity lines and farmland were damaged by hail in the villages of Sitorai Surkh, Jomi, Obi Muki, Aovin, Haeti Nav, Navoi, Dashtobod, Komsomol and Haeti Nav Town. These are all located in the District of Yovon.

3. According to the Ministry of Emergency Situations the largest landslide buried around 100 metres of the water supply pipeline in the village of Qadi Ob in the Rogun District. As a result the population of Rogun Town, an estimated 13.000 people, did not have access to clean drinking water. Rogun Town is located approximately 100 km east of the capital Dushanbe and is of difficult access.

4. The Ministry of Emergency Situations (MoES) and other REACT partners have been conducting needs assessments in the affected areas and have announced emergency measures. The assessment report states there is need for construction material. According to the IFRC and the Red Crescent Society of Tajikistan (RCST) 56 houses were damaged in the village of Surkhob in Jomi District. Six of the houses were completely destroyed and 5 residents were hospitalised.

5. A joint assessment visit to the village of Tanobchi in the Temurmalik District of Khatlon Oblast was undertaken on 3 May by the RCST, the MoES, Oxfam, Mission East and the WFP. Here floods affected 65 households, out of which six were severely damaged.

National and Local Response

6. In Rogun Town local authorities with the aid of emergency units have provided the population with the clean drinking water by trucks. According to the assessment by Oxfam GB, on 4th of May, local authorities together with active community involvement took urgent actions and water supply has been restored.

7. The RCST has provided Surkhob in Jomi District with mattresses, blankets, bedding sets, hygiene kits, kitchen sets, kerosene stoves, plastic buckets and water containers.

8. In Tanobchi village of Temurmalik District the RCST provided tents, mattresses, blankets, hygiene kits, shovels, kerosene stoves and plastic buckets. WFP has provided food assistance to 4 severely affected households (a total of 34 people).

9. On 5 May REACT partners undertook a joint assessment visit to the village of Surkhob in Jomi District. No request for emergency assistance was reported.

International response

9. The Government has not requested international assistance.

10. OCHA is in close contact with the Office of the United Nations Resident Coordinator in Tajikistan and will revert with further information as it becomes available.
