All the information in this report refers to assisted Return Refugees received assistance from UNHCR beginning of repatriation till end of Feb 2007. In addition to assisted returnees, information on Spontaneous and Forcible returnees as well as IDPs Caseload and Movement and reintegration assistance by UNHCR Afghanistan, such as Shelter, Water Supply and Cash for Work/ Income generation Programs.
1. Repatriation

The voluntary repatriation of Afghan refugees from Pakistan, Iran and other countries commenced in March 2002. From beginning of the Voluntary Repatriation in 2002 up to end Feb 2007 a total of 3,725,273 IND returned from Pakistan, Iran and Non-Neighboring Countries (NNC) to their Places of origin or to intended final destinations. From 1st Jan - end Feb 2007 UNHCR assisted 81 IND Afghan refugees to return home voluntarily mainly from Iran. The number of returns from Pakistan and Iran significantly slower compare to the same period in previous years.
Since beginning of repatriation in Jan 07 till end Feb 07, returned refugees from Iran mostly returned from the following Places:
1.2) Return by province of CoA (Iran)
- Fars: 2 FAM 20 (25%) IND
- Khorasan: 2 FAM 27 (34%) IND
- Qom: 1 FAM 9 (11%) IND
- Tehran: 4 FAM 21 (26%) IND
- Unknown: 3 (4%) IND
Because of traditionally low returns during winter and the registration exercise assisted return from Pakistan was suspended from 15th Oct 06 through 28th Feb 07.
1.3) Returns by destination - 2002 - 2007
Northern Region 22% (Pak:75%, Irn:25.%), South 6% (Pak:86% Irn:14%), Southeast Region 4% (Pak: 100%, Irn: 0%), East 18% (Pak:99%,Irn:1%), West 7% (Pak:13%,Irn:87%) and Central Region constituted 41% (Pak: 78%, Irn:22%) and finally Central Highland 1%(Pak: 19%, IRN: 81%). The majority of returns from both Pakistan and Iran were to Kabul Province (29%). The next highest return locations were Nangarhar (14%), Kunduz and Baghlan (6%). The majority of Pakistan returns have been to Kabul (30%), Nangarhar (19%), Kunduz (6%) and Baghlan (6%). The majority of Iran returns have been to Kabul (27%), Hirat (15%), Farah (7%), Balkh (5%) and Kunduz (5%).
1.4) Age and Sex - 2002 - 2007
1,959,108 Males (51%) & 1,750,591 Females (49%) have returned from Mar 02 - end Feb 07; 822 more Males than Females. The balance is dominated by male in all age ranges. Age 0-4: (M/F) 10/9 %, Age 5-11: (M/F) 13/12 %, Age 12-17: (M/F) 7/6%, Age 60+: 2/1%. 17% of returnees are age 0-4, 26% age 12-17, 40% age 18-59 & 3% are age 60+.
1.5) Ethnicity - 2002 - 2007
Throughout the reporting period from Mar 2002 to end Feb 2007, 53% of returnees are Pashtun, 27% Tajik and 9% Hazara. Other ethnicities constitute 11%. Generally, there were high Pashtun returns to Central (41%), North (22%), and East (18%) and then to South (6%), West (1%) and Southeast (4%) regions. Tajik returns focused on Central (60%), North (22%), West (11%) and East (7%) as well as smaller numbers going to South (1%), Region. The others being negligible, Hazara returns have been predominantly to Central (59%), Northern (22%) Central Highland (12%) and West region (6%).The highest Turkmen (96%) and Uzbek (97%) returns have been to North region. Baloch returns focused on South (53%).
1.6) Education - 2002 - 2007
From Mar 2002 up to end of Feb 07, 77% (2,334,050) of returnees are illiterate. Of the 23% (716,639) that have received some education, 57% have attended primary level, 21.3% attended or completed secondary education. 14.2% of returnees have basic literacy 3.7% attended religious/madrasa schools, 3.4% attended university level and 0.3% other.
1.7) Vulnerability - 2002 - 2007
92% (3,442,781) of returnees state that they are not vulnerable. Of the 7% (268,570) that have vulnerabilities, 27% suffer medical illness, 20% are disabled, and 23% are single parent.
1.8) Family Size - 2002 - 2007
A family of 5 members constitutes 22% of returned families. 13% have 6 members and 13% have 4 members. 19% return as single and 33% return other family sizes.
1.9) Skills - 2002 - 2007
Since Mar 2002 up to end of Feb 07, the majority 67% (2,496,280) of all returnees claim to have no skills. Of the 33% (1,215,142) that answer positively, the most common occupations are domestic worker 49%, business 8% Carpet Waver 7%, Construction 5% and 11% other.
