Indonesia: Rp. 1,2 t for reconstruction, Central Java received Rp 441,2 m

The government provided an initial aid fund amounting to Rp 1,2 trillion for rehabilitation and reconstruction of earthquake victim area in Central Java and Yogyakarta Special Region. The aid fund was set out in the Budget Implementation Filling out List which was submitted by President Susilo Bambang Yudhoyono.
The fund aid was received by Governor of Central Java H. Mardiyanto at the amount of Rp 441,2 Million and Governor of Yogyakarta Sri Sultan Hamengkubuwono X at the amount of Rp. 749,795 Billion at the proclamation of rehabilitation and reconstruction stages for the earthquake victim area in Central Java and Yogyakarta at the yard of Elementary School 3 Sengon, Sengon Village, District Prambanan, on Monday (3/7).

''Such fund is for the initial stage, I have issued Presidential Decree purposed to establish a reconstruction and rehabilitation team, the prime doers are Governors of Central Java and Yogyakarta and their staffs," said President in front of hundreds Sengon village People, Prambanan, Klaten.

President, accompanied by Mrs. Any Yudhoyono arrived at the location at 10.30 by bus. They were followed by the entourage consisting of several Ministers of Unity Cabinet Indonesia such as Coordinating Minister of People's Welfare Aburizal Bakrie, Minister of Health Affairs Siti Fadillah Supari, Minister of Communisation M. Hatta Radjasa, Minister of Social Affairs Bachtiar Chamsah, and Head of National Development Planning Board Paskah Suzetta.

Besides Governors of Central Java and Yogyakarta, there were several region heads whose areas destroyed by the earthquake. There were also Regional Police Head of Province Yogyakarta; Brigadier General Drs Bambang Aris Sampurno Djati SH, Regional Police Head Inspector General Police of Province Central Java; Police Inspector General Drs Dody Sumantyawan HS SH, and Military Regional Commander IV /Diponegoro Major General Agus Soeyitno who accompanied the entourage.

According with the President, the emergency response period was ended yesterday. Therefore, the next stages were reconstruction and rehabilitation process against buildings and infrastructures having been damaged by the earthquake, whether it was a road structure, a bridge, a school, a house or a worship place.

The President asked that the fund would be distributed transparently with accurate data administration. Therefore the fund could be distributed well and on precise targets. Such fund would be accounted not only for President but also for the people, He said and the participants answered his statement noisily.

A suggestion from Governor of Central Java; Mardiyanto saying that he should be given an authority as the manager/performer in the field, in the President opinion, was a good thing. Therefore in this stage the fund would be surrender to the two governors and their staffs in the Regions.

''I give you large role in order to carry out such duty with your best effort, you are not only responsible to me, but to the society. After the fund liquidated you may use it," said President.

President also talked about the necessity of knowledge on natural disaster for the society. The reason is that Indonesia geographically locates on disaster sensitive area, such as earthquake, tsunami and volcanic eruption. Accordingly it is necessary to arrange good design interior and mature mechanism in the future in order to anticipate such disasters.

He hoped that the discussion about Legal Draft on Disaster can be completed in short time. Therefore we have a clear legal principle in controlling disaster. At the time the Legal Draft is discussed in Indonesian House of Representatives / DPR RI.

Economy Sector

Infrastructure Rehabilitation, according with him, had to be purposed to generate real economy sector, such as restructuring road, bridge and market. At health sector, he also hoped that physical and psychological healing process could be still carried out.

Department of General Work had to aim the development on all facilities in order to support the society's economy soon. The government would provide work capital in order to get real economy and home industry sectors up.

''Central Java and Yogyakarta may determine their priority scale in the rehabilitation and reconstruction term in order to make the society's economy arising. Such as development on transportation lines," he stated.

Coordinator Minister of People's Welfare Aburizal Bakrie acting as Performer Head of National Coordinating Board, reported the distribution of fun aid for the earthquake victims. The distributed fun aid were in form of 16 million kilogram of rice and cash money amounting to Rp 190 billion from the State Budget and from friend countries during emergency response period. In the emergency response period, there were mobilized 8600 personnel of Indonesian National Armed-Forces (TNI) and 7000 personnel of Indonesian Police (Polri).

''The emergency response period which were estimated for three months, it turned out that the period was only one month. Therefore, the reconstruction and rehabilitation stages can be started. There were 302,625 house buildings must be re-structured. Rehabilitation and reconstruction stages would be budgeted until 2007,'' he said.

In his report, Governor of Central Java Mardiyanto said that there were 9 regencies becoming the earthquake victim in Central Java, namely Klaten, Boyolali, Sukoharjo, Wonogiri, Karanganyar, Magelang, Purworejo, Temanggung, and Kebumen. Klaten was in the worst condition.

In order to re-construct the destroyed and damaged school buildings, the government allocated de-concentration fund amounting to Rp 11,4 billion and from Minister of National Education there was Rp 7,12 billion. According with the Governor, the natural disaster was in a specific condition. Therefore it needed specific handling method.

''Distribution of food and living needs for the earthquake victims during the emergency response period was undertaken with a coordination, particularly coordination between PB Implementer Unit and Central Java PBP Implementer Coordinator Unit, " he said.

The victim health had been taken care well in the Hospital. Currently there were still foreign aid operating hospitals namely Kuba Hospital in Prambanan and Pakistan Hospital in Cawas. Everyday they served for about 400 patients.

56 Private Hospital in Central Java had proposed claims on treatment costs of the earthquake victims. Nowadays the fund had been ready and in short time it would be distributed. He expressed his gratitude to all local and foreign health volunteers.

Governor also described the distribution process of living security amounting to Rp 90000,-/ person. Based on the experience in Karangdowo, the distribution process was undertaken by 20 teams and it completed within 4 days. In order to accelerate the distribution process, team member was added to 120 persons. Even though, the accomplishment of distribution process still depended on the financial condition of National Coordinating Board.

''Aid Fund for side dish which would be distributed was Rp 68,5 billion, but the fund having been distributed until the end of July was Rp 50,2 billion and rice 4866 ton,''
