India: South West Monsoon 2005 - Flood Situation Report 27 Jul 2005

A comprehensive status report on the flood situation in different parts of the country is given below:-

INDIA METEOROLOGICAL DEPARTMENT

During past 24 hours.

Yesterday's well marked low pressure area over Orissa and neighborhood now lies over Chhattisgarh and neighborhood. System is likely to move in a west-northwesterly direction. In view of this active to vigorous monsoon conditions prevailed over Maharashtra.

Exceptionally heavy rainfall occurred over Konkan & Goa.

Heavy to very heavy rainfall also occurred over Madhya Maharashtra and Marathwada.

Forecast valid for next 24 hours.

The current rainfall activity is likely to continue over Konkan & Goa with very heavy rainfall at a few places. The rain belt may extend to parts of Gujarat.

Heavy to very heavy rainfall is also likely to occur over West Madhya Pradesh and interior Maharashtra.

CENTRAL WATER COMMISSION

According to the Central Water Commission (CWC) reported dated 26th July 2005, there is No unprecedented or high flood site. There are 3 Moderate and 20 Low flood situation sites. The details of moderate flood sites are as under:

(1) River Brahamputra at Dibrugarh (Assam) is flowing at 105.00 m as against the danger level of 104.24 m with a steady trend.

(2) River Bagmati at Benibad (Bihar) is flowing at 48.89 m as against the danger level of 48.68 m with a falling trend.

(3) River Ganga at Farakka (West Bengal) is flowing at 22.32 m as against the danger level of 22.25 m with a falling trend.

MAHARASHTRA

The coastal Maharashtra has been lashed by unprecedented rains. The worst affected areas are the Metropolis of Mumbai and districts of Thane, Ratnagiri and Raigad. In addition, Sindhudurg, Parbhani and Hingoli districts are also affected.

The following areas have been most severally affected by floods:

1. Kurla, Santa Cruz, Kalina, Mankhurda, Khar, Bandra-Kurla, Andheri and Dahisar in suburban Mumbai

2. Badlapur in Thane district

3. Roha, Mahad, Panvel, Mangaon and Jui in Raigad district.

4. Khed, Chiplun towns and Mude village in Ratnagiri district.

5. Some villages in Parbhani and Hingoli districts

Total 89 deaths have been reported in the State. (Raigad-39, Ratnagiri-12, Thane-17, Mumbai-20, Sindhudurg-01). About 200 persons are reported missing in the State.

More than 10,000 people in the state have been evacuated to safer places. The evacuation process is still in progress.

The Konkan Railway has come under submergence at many places leading to cancellation of train services.

Mumbai-Goa National Highway and Mumbai-Pune Express Way are submerged at several places and traffic movement has been disrupted.

Air traffic from and to Mumbai has been disrupted. However, air services are likely to be reopened by today evening.

Power supply and telephone services in many areas have been badly disrupted.

The Government has requested the support of Army, Navy and Air force for launching the search and rescue operations. Air force helicopters have been deployed for distributing food packets. In addition, it has requisitioned Naval boats for evacuating people.

One column of the Army has moved to Ratnagiri and Raigad districts.

A major relief operation Codenamed RAHAT has been launched by HQ Western Naval Command. 2 Naval Ships have already reached Srivardhan and Dhabol. 1 Ship has sailed from Mumbai for Chiplun to provide assistance.

The State Govt's initial estimation of damage is Rs.500 crores.

MUMBAI

944 mm rainfall has been recorded in the last 12 hours (upto 0830 hours today) in Mumbai and Suburban areas. (the previous highest recorded rain in Mumbai is 370mm). The rains have reportedly lightened since 1400 hrs today. However, the IMD has made a forecast of heavy rainfall in Konkan area in the next 24 hours. Therefore more rainfall may occur in Mumbai.

Most areas in the city have been flooded. However, the rain water from all areas has started receding. But if there is a high tide accompanied with heavy showers, the process of receding water level may get impeded.

Water logging has been reported in Kalina, Milan subway in Khar, Bandra-Kurla, Munkhurda, Andheri and Dahisar areas.

It has been reported that a number of colonies and Juggi clusters in Kurla, Santa Cruz and Munkhurda have been affected.

About 25 lakh people in Mumbai have been affected by the floods and rains since last night.

Most of the office staff and commuters, who had been stranded due to sudden downpour yesterday, have managed to return to their homes/ other alternative places. However about 2000 people are still reported to be stranded at various Railway Stations and other locations.

About 90% road traffic is still disrupted leading to nearly complete stoppage of physical movements in the City.

Rail traffic from and to Mumbai is totally disrupted. Some local train services have been started over short distances in South Mumbai.

Electricity/water supply has been badly affected.

Landline telephone services are functional in the city. However, the mobile services are not operating.

About 30 relief camps have been established in the Municipal Schools and Community halls.

Indian Navy has deployed 3 inflatable boats in Kalina area and 2 boats in Kurla area for rescue and relief operations. Food packets have been distributed by State Govt. at various places. In addition NGOs and other groups like ISKCON, RED CROSS etc. are supplying food packets.

The State Govt. has declared today and tomorrow as holidays for Schools, Govt Offices and requested the public not to undertake travel till the water level recedes.

THANE

Rainfall of 736mm has been recorded in Thane.

04 towns in Thane namely Badlapur, Ulhasnagar, Umbernagar and Kalyan have been affected by flooding.

Situation in Badlapur remains critical as 70% of the city is still under water. Indian Navy has deployed 3 inflatable boats for rescue and relief operations. Food packets have been air dropped by Indian Air Force helicopter. DM Thane is also camping at Badlapur.

RAIGAD

Mahad, Roha, Panvel and Mudgaon Tehsils are the worst affected areas in the district.

The water level in Savitri and Kal rivers has started receding.

The flood water in Roha and Mudgaon has receded. The water in Mahad is receding, although most areas in town are still under 1 foot water.

A landslide occurred at Jui village in Mahad Tehsil. About 100-150 persons are feared to be trapped inside the debris. 2 rescue teams are operating at the landslide site since today morning. Army help has reportedly been requisitioned but the same has not yet reached the site.

Kokan railway track is damaged at a few places. It may take about a week to repair the damage.

RATNAGIRI

The district has been affected by heavy rains. However the flood water has receded from most of the areas.

12 deaths as a result of landslide and house collapse have been reported in the district.

07 medical teams @ 1 team per taluka have been despatched to the district today to extend medical support with a view to prevent and control any post-flood epidemics.

PARBHANI, NANDED AND SINDHUDURG

19 villages in Parbhani district have been affected by flood water due to heavy rains and over flow in Dudhna river as a result of release of water from Dudhna Dam. However no deaths have been reported.

In Nanded district, 100 mm rainfall has been recorded. The River Godavari is flowing at 353 m as against the danger level of 354m. The river level is rising and is likely to cross the danger level today.

There has been heavy rain in Sindhudurg. In this district 1 death due to drowning has been reported. However the situation is reported to be under control

The Home Secretary took an inter ministerial meeting to review the flood situation in Mumbai and the rest of the State of Maharashtra. The minutes of the meeting are enclosed as Annexure.

GOA

Moderate to heavy rainfall has been recorded in the State.

Total 11 deaths have been reported so far.

Train services are not operating.

South Central Railway from Karnataka side is also affected due to a landslide.

Two relief camps one each at Bicholim and Madgaon are in operation. Total 457 persons have taken shelter in above relief camps.

UTTAR PRADESH

Light rainfall has been reported in some parts of the state.

Rivers Ghaghra (at Algin Bridge, Ayodhya & Turtipar), Rapti (at Gorakhpur (Birdh) and Gandak (at Khadda) are flowing above their warning levels.

River Budhi Rapti in Sidharth Nagar is flowing at 85.71 m as against the danger level of 85.65 m.

All other rivers are flowing below their warning levels.

The situation in above two districts is returning to normal.

BIHAR

River Bagmati at Benibad is flowing at 48.89 m as against the danger level of 48.68 m with a falling trend.

Rivers Ganga (at Kolgong/Kahalgaon),Ghaghra (at Darauli) and Kosi (at Basua, Kursela & Baltara) are flowing above their warning levels.

HIMACHAL PRADESH

A cloud burst is reported to have occurred today at 3.00 am in Kullu district. 3 persons have reportedly died and 4 persons got injured.

03 houses have been completely damaged and 04 partially damaged.

Private land/orchard has also been washed away.

ARUNACHAL PRADESH

Light to heavy rainfall has been reported in the State.

Water level in all rivers has receded.

Restoration and repair work of damaged roads, bridges, hydro projects and water supply system is being undertaken by the State.

ASSAM

River Brahamputra at Dibrugarh is flowing at 105.05 m as against the danger level of 104.24 m with a steady trend.

Rivers Bramahputra (at Neamatighat, Tejpur, Dubri, Jai Bharali (at Sonitpur), Puthimari (at Kamrup), Beki (at Barpeta) and Sankosh (at Golakganj), are flowing above their warning levels.

Flood situation has improved. Except in some low lying areas and places of embankment breaches, no flooding/water logging is reported from any part of the State.

The cumulative impact of the recent floods in the Assam is given below:

Districts affected: 15 (Karimganj, Tinsukia, Lakhimpur, Dibrugarh, Dhemaj, Jorhat, Morigaon, Kokrajhar, Nalbari, Goalpara, Sonitpur, Kamrup, Barpeta, Darrang and Bongiagaon)

Villages affected: 449

Population affected: 3.66 lakhs

Human lives lost: 13

Agricultural area affected: 0.71 lakhs ha.

No of houses damaged: 97

WEST BENGAL

River Ganga at Farakka is flowing at 22.32 m as against the danger level of 22.25 m with a falling trend.

151 families in Malda, 354 families in Murshidabad and 24 families in Burdwan districts have been shifted to safer places so far due to erosion in river Ganga.

Due to inundation by Torsa in Cooch Bihar, 24 families have also been shifted to safer places.

GUJARAT

During the last 24 hours rainfall is recorded in 71 Talukas of 15 districts with 99mm. Highest rainfall recorded in Dangs.

All rivers in the State are reported to be flowing below their danger levels.

Narmada Dam: against the HFL 110.64 meter at dam site, the present water level is 112.16 meter i.e., overflowing at 1.52 meter.

During the monsoon season total 213 deaths due to drowning, collapse of house walls and lightning reported. While 11 persons are reported missing.

Power and Electric supply has been fully restored in the affected areas.

Road transport has been restored in all places barring 03 State roads.

The State government has deployed 1,012 medical teams, 559 medical officers, and 3,266 Para-medics to the affected districts in the State.

Three Central Public Health Teams having experts were deputed for assessment of Epidemiological situation and assisting the State government in instituting the public health measures.

No outbreak of disease has been reported. However, there has been increase in cases of diarrhoea, Gastro-enteritis etc. Malariogenic conditions prevail in some flood affected districts-Kheda, Anand, Surat due to stagnant water conditions.

More than 200 technical teams are engaged for the disposal of carcasses. Services of Veterinary Colleges and Agricultural Universities are also taken. 14075 Carcasses have so far been disposed off.

Death relief has been paid in 140 cases so far.

The State Government has provided Tarpaulins to the affected families for temporary shelters. NDDB has provided 15000 sheets to Kheda district and 12000 sheets to Anand district. IPCL has provided 6325 sheets to Vadodara and 3000 sheets to Ahmedabad district.

State Civil supplies Corporation has also distributed 1,27,980 ration kits (each containing 7.5 kg rice, 2.5 kg dal, chillies & turmeric powder, salt, candles and matchbox) to the affected families.

Total Rs.60.08 crores has been paid to the affected families as financial assistance.
