This report is developed by the HC/RC Office in Indonesia based on information provided by the National Coordinating Board for the Management of Disaster (BAKORNAS PB), the Provincial Coordinating Unit for the Management of Disaster (SATKORLAK PB) West Sumatera, the Indonesian Red Cross (PMI) and media reports.

I. SITUATION

1. Further assessments conducted by the UN Inter-Agency team, a number of NGOs (including ACF, CARE, CRS - Caritas, IMC, Mercy Corps, MdM, OXFAM, Save the Children, YEU, and YTB) and PMI, have concluded that the Districts of Tanah Datar and Agam have also been badly affected. There are a large number of houses and public buildings that have been hit in these districts, as noted in table 2 below. Meanwhile, the Governor of West Sumatera announced on 9 March at a meeting with district officials that Agam district is the worst hit area.

2. The Governor of West Sumatera Province mentioned that the Emergency Response Phase will extend a full two weeks after the earthquake hit the province. By 15 March, it is expected that all districts and municipalities affected by the earthquake should provide their inputs for the Provincial level Damage and Loss Assessment Report and Action Plans for Recovery and Reconstruction. The Province will compile and submit these reports to the National Level.

3. According to OXFAM reports, the area of nagari Koto Banjang in Agam district (113 households / 350 people) is unaccessible. Furthermore, damage to the water system affected the supplying of drinking water to the villages of to Koto Dua, Gugu Tabe Sorojo, Koto Gadang, and Koto Padang in the Agam District. In Gunung Rajo Utara (population 1,711) water supply by PDM is reportedly insufficient.

4. The latest numbers of casualties have decreased, specifically in Padang Panjang City and Bukit Tinggi City, when previous double counting was reconciled. The number of injured persons has risen since Community Health Posts have started to provide mobile health services. As of 12 March morning, SATKORLAK PB presented the following figures:

II. NATIONAL RESPONSE

1. SATKORLAK PB has distributed 2,500 non-food item (NFI) kits, as well as 1,200 boxes of instant noodle and other food supplies in Agam District. It has also distributed 300 boxes of instant noodle and other food items to Bukit Tinggi City and 106 boxes of instant noodle and other food stocks to Tanah Datar District.

2. The National Logistics Agency (BULOG) has been dispatching rice as requested by the Head of District or Municipality following the Government of Indonesia commitment to provide 100 metric tonnes of rice to earthquake affected areas.

3. PMI has established four command posts in Solok City, Sumani Sub-district of Solok District, Batipuh Sub-district of Tanah Datar District, and Gunung Rajo Sub-district of Tanah Datar District. The PMI team from Riau Province (consisting of 4 doctors, 6 paramedics, 2 pharmacists, 3 Board Members and 6 volunteers) has been mobilized to assist the humanitarian response for victims in affected areas. Further PMI Chapters are ready to be mobilized into the affected areas if needed.

III. INTERNATIONAL RESPONSE

1. IOM has continued its trucking operation, compiled from hospitals, conducted shelter assessments and operated a liaison and coordination centre for logistics at Governor’s office in Padang City. The IOM Consultant on housing reconstruction arrived in Padang on 10 March and will be working with the local university and local authorities on implementation of the reconstruction program. In the coming days, IOM will start a distribution of 5,000 blankets, 5,000 mats, and 2,500 female clothes and similar quantity of male clothes.

2. CARE, which is also working in consortium with Mercy and Save the Children, is focusing interventions in Solok district and specifically in 3 sub-districs of Sepuluh Koto Singkarak, Junjung Siri and Kubun. CARE distributed cleaning tool kits in the area on 11 March and a school tent; the NGO plans to distribute a total of 500 cleaning tool kits. In the coming days, Mercy Corps will provide water and water purification kits (Air Rahmat) to 3,000 people, as well as 1,000 blankets, 500 mattresses, 200 mosquito nets, and 300 flashlights to Solok District and City.

3. IMC has supported the Community Health Centre in Sepuluh Koto, Pago-Pago of Tanah Datar District in providing health services. IMC reported no significant cases on traumas or diarrheas in an IDP camp it visited. IMC is also assessing the post-earthquake situation of health facilities in the Tanah Datar District.

4. OXFAM has continued with assessments in the affected area in Agam and Tanah Datar Districts, with a focus on the water and sanitation situation.

5. YTBI conducted an assessment in Tanah Datar, Batang Gadi and distributed food items to 783 families. It will also cooperate with Samaritan’s Purse in the distribution of tents, mosquito nets, and blankets to the villages of Gunung Rajo, and Batang Gadi, in Batipuh sub district, Tanah Datar District.

6. Handicap International – Atlas Logisitque conducted an assessment in three hospitals in Bukit Tinggi and Solok. Hospitals show low numbers of wheelchairs for potential cases of people in need.

7. UNICEF received the first shipment of items on 10 March, consisting of 600 family tents, which has planned to distribute them in the following way: 200 tents for Solok District, 100 for Bukit Tinggi, 100 for Padang Panjang, 100 for Agam, and 100 for Tanah Datar District. The Tanah Datar distribution will be carried out by ACF, while in Padang Panjang it has not yet identied the area that needs to be covered. On 11 March, UNICEF’s second shipment of items arrived in Solok district, consisting of 2,000 tarpaulins and seven school tents, which are to be distributed as follows: 100 for Kota Solok, 500 for Solok District, 100 for Bukit Tinggi, 600 for Agam District, 100 for Padang Panjang, and 600 for Tanah Datar District. UNICEF also reported that 100 extra school tents are expected to arrive on 12 March, which will be distributed among the different affected districts: 10 for Solok City, 10 for Solok District, 10 for Bukit Tinggi, 30 for Agam District, 10 for Padang Panjang and 30 for Tanah Datar District. The Agency has already provided 20 water bladders to Solok District, and plans no more interventions in the water and sanitation sector. UNICEF is also reporting need of laborers to unload trucks and perform distributions.

8. UNICEF is also working with DINSOS in child protection issues, assessing for the need of psychosocial support. In general terms, no children have been separated from their families.

9. OCHA completed its work with the information desk in the SATKORLAK PB in Padang City and left the affected area on 12 March. At the last coordination meeting in Padang on 11 March, OCHA distributed different maps and aerial views of the affected area. Agencies in need of maps can request them to Ms. Tita Shania, at the SATKORLAK PB in Padang. At this last meeting, it was also agreed to consult with agencies already working in Bukit Tinggi and Solok the possibility to act as informal coordinating bodies of the response on those specific areas.
