This report was developed by United Nations Resident Coordinator/Humanitarian Coordinator's Office in Jakarta based on information provided by the National Coordinating Board for Disaster Management (BAKORNAS), the Ministry of Social Affairs, the Ministry of Health, the Provincial Coordinating Unit for the Management of Disaster (SATKORLAK) of North Sulawesi, the District Executing Unit for the Management of Disaster (SATLAK) of Minahasa District, the Church World Service (CWS), the Indonesian Red Cross (PMI) and media reports.

I. SITUATION

On 21 February, torrential rain triggered the overflow of Rano Wangko River causing flash flooding and landslides in Manado City, the capital city of North Sulawesi Province. These events followed the floods and landslides that hit Manado City, Minahasa Selatan, Minahasa, and Tomohon City on 13 February that left eight dead and resulted in the displacement of 1,286 people.

The Provincial Coordinating Unit for the Management of Disaster (SATKORLAK North Sulawesi) reports 33 deaths, 6 missing, and 39 injured of which 16 are in critical condition from the most recent events. According to the initial assessment of the Indonesian Red Cross (PMI), approximately 17,500 people (3,500 households) have been displaced. It was also reported that 2,067 houses, 1,115 hectares of agricultural area and 11 hectares of plantation area were damaged and 9,773 head of livestock lost. Damage to buildings includes: 19 schools, 6 bridges, irrigation dams, one mosque and 8 churches. PMI and local authorities are still continuing field assessments.

II. NATIONAL RESPONSE

The Coordinating Minister for People's Welfare has allocated Rp.70 million and the Minister of Social Affairs has provided funds totalling Rp.500 million for relief operations. The Department of Social Affairs has standby stocks of emergency relief items including: 50 tons rice, 1,500 boxes of instant noodles, 5,000 cans of fish, 10,000 bottles of chilli sauce, and 10,000 bottles cooking oil. Provincial level Government is ready to provide 50 tents, three rubber boats (with motors), five generators, five sets of public kitchen equipment, 250 life jackets, 250 folding beds, one set of communication tools, and one mobile kitchen. In the districts of Sangihe, Talaud, Minahasa Selatan, and Bolaang Mongondow, evacuation kits consisting of tents, folding bed, rubber boats and life jackets are also on standby. The Department of Health provided three rubber boats (including three motors), one radio communications set, two radio handsets, 50 body bags, and 26 life jackets.

PMI has sent 500 family kits, 500 tarpaulin, and four packages of medical supplies. Community health services have been opened in two locations in Manado and Rano Wangko. In coordination with the local authorities, two public kitchens have been established. PMI continues to undertake further assessment of the situation to determine what assistance is required.

The Vice Secretary of the National Coordinating Board for Disaster Management (BAKORNAS PBP), together with Coordinating Minister for People's Welfare and Minister of Social Affairs, visited the affected area today.

III. INTERNATIONAL RESPONSE

The United Nations Resident and Humanitarian Coordinator's Office in Jakarta is deploying a mission to conduct field assessments in collaboration with the relevant Government and non-governmental institutions.

IV. PRIORITY NEEDS

Assessments to determine unmet requirements and priority needs are ongoing.

V. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

At present, there is no indication that international assistance will be required.
