Project Objectives:

To encourage and facilitate voluntary repatriation of refugees from neighboring countries through:

• Empowerment of most needy returnees as well as inhabitants of the villages.
• Involving women in building sustainable livelihood.
• Improving the living condition of returnees as well as the local people.
• To mobilize the community to manage a sustainable project.

• Community mobilization through formation of VOs (Village Organizations), resource mobilization and conducting of PRA (Participatory Rural Appraisal).
• Delivery of 1000 pregnant 2-3 years of age ewes for 100 deserving families (10 head per family) for villages of Kishm on credit basis. 12 lambs will be reimbursed from each beneficiary to the project in five years to be redistributed to other families.
• Delivery of 500 pregnant 2-3 years of age ewes for 100 families (5 head per family) for Shidooj village of Sheghnan on credit basis. 6 lambs will be reimbursed from each beneficiary to the project in three years to be redistributed to other families.
• Distribution of instruments and raw material for "Tan" Textile development, Sweater knitting and Soap making for a total of 120 families in Weer, Sarcheshma, Jugan Trashan, Shadooj and Hokmaty villages of Sheghnan. Train a female member of each family by female trainers. Follow up monitoring and evaluation of the project.

• Reimbursement of 12 lambs by each benefited family of Kishm district to the project, which are to be redistributed. Products of distributed sheep i.e dairy, fat, wool, meat, etc. At the end of 5^th year each beneficiary will own 38 heads of sheep and will earn US $ 1,275 from the sale of surplus sheep and wool.
• Reimbursement of 6 lambs by each benefited family of Shidooj village of Sheghnan to the project, which are to be redistributed. At the end of 3^rd year each beneficiary will be able to return the credit and own eleven heads of ewes and earn about 334 US$ from sale of surplus rams and wool.
• The women enterprises development will have the output of Tan = 1500 meters, Sweater = 200 pcs and Soap = 30,000 cakes. Each of 120 widows/ vulnerable families will earn an average of $ 30 monthly beside the other daily house activities.

Project Impact:

The project will have sufficient impact on repatriation of refugees from other countries and IDPs. The project will develop the economic build up of the community.

Beneficiaries:

Direct beneficiaries

Sheep distribution, Kishm          = 100 families
Sheep distribution, Sheghnan        = 100 families
Women development enterprises = 120 families
Total                                         = 320 families

Indirect beneficiaries will be the inhabitants of adjacent villages and districts.

Linkages with other projects:

Implementation of these projects will encourage the success of other projects in the area like health, water supply, livelihood projects etc.

Implementation capacity:

PRB has been involved in implementation of various projects in Badkhshan province since 1991 with its qualified and experienced staff.

PRB has the proven capacity to identify, design, plan, implement and evaluate quality projects. It has sufficient local knowledge, technical capacity and strength in the target area.

Feasibility study:

PRB has conducted surveys in the target areas, the sheep to be distributed is abundantly available and the raw material for "Tan", Sweater and Soap production can be easily found in the market. Also markets of the products are available inside the country as well as abroad.

• Increase in number of returnees from neighboring countries.
• Increase in number of sheep as monitored by project manager.
• The output of enterprises and effect on the prices of the market.

Sustainability:

Since the projects will be run by the community and help their welfare and livelihood high level of sustainability of the projects are anticipated.

Constraints:

If there is any delay in the supply of material for any reason or there is access disturbed, it would be constraint on meeting the target output.

Monitoring and evaluation:

Since the appeal of 1999 will be implemented under common program therefore it is expected that the monitoring and evaluation of the project be performed by UNHCR and other related UN agencies.

Human Rights/Gender:

In rural area of Afghanistan women performs a considerable share in food production, farm works, weaving and knitting industries. This project generally focuses and is designed for women.

Narcotics:

The improvement of living condition will keep away the people to think about the poppy cultivation. In Sheghnan district poppy cultivation is forbidden by religious leaders and no cultivation take place.
